Given all the problems created by the DAC’s recent changes to ODA rules, it is no surprise to see proposals for alternative measures of development finance. Simon Scott has been investigating one of these, “Total Official Support for Sustainable Development” (TOSSD), but he concludes that it is never likely to produce usable statistics.
